Experts and business people believe that the " means " is in accordance with China special truck industry development characteristics, after means implementation, China special truck management will be more strict, standardized, and more conducive to industry health development.
20 million Yuan registered capital dispute
According to reports, the means" is revised for more than ten times, the biggest controversial is lowest enterprises registered capital. "Means" regulate that new enterprise registered capital should be no less than 20 million Yuan. But some industry businessman doubted that 20 million Yuan threshold is too low.
It is said that during "means" discussion, many discussants have different views for the new minimum registered capital. Some people think that, 20 million Yuan is very easy to achieve, low threshold many cause many poor quality the enterprises access. Others thought that many exist company is week, new high threshold requirement is unfair to new company. Then, New "means" registered capital is confirmed as 20 million at last.
Design and development capability has become an important judge measure
"Means" will inspect new enterprises from the following six aspects. They are: laws, regulations and policies compliance; production capacity, scale, condition, design and development capabilities; products compliance; products consistency; sales and after-sales service. Design and development capability, products consistency and after-sales service are the key indicators.
Means" regulate that new companies should establish specialized product develop department with professional design and development technical personnel, which should have corresponding trial production, testing ability. Regarding to new access standard in Means, some comment that is looser that previous standard, its easier to enter special truck industry, and it may lead to new enterprises setup tide. Except for new enterprises access threshold, "means" also stipulates that means listed enterprise should re-apply in 24 month after new means carried out, and should be qualified in 12 months after application. Failure to apply or unqualified enterprises will be unlisted from means. After means carried out, means listed special truck wont be enter only, no quit" any longer.
